When seeking international employment /work permit can I apply to recruiters rather than individual company?

I am seeking employment in another country: either the UK or the EU. When I apply for jobs, can I apply to recruiting firms (temporary agencies) that say international applicants encouraged and use them as my employer to get a work permit?
